Established by the Agriculture Credit Department of Reserve Bank of India in the year 1954-55, DNS Regional
Institute of Cooperative Management, Patna is one of the 20 residential Institutes of Cooperative Management in India run by
the National Council for Cooperative Training (NCCT), New Delhi and 100% financed and promoted by the Ministry of Cooperation,
Government of India. In October 1997 the Institute was elevated as Regional Institute of Cooperative Management enabling to
make its activities more broad-based. NCCT, New Delhi being a central agency for overall planning,
monitoring and implementing various training programmes for the personnel of the Cooperative Department /
Cooperative Institutions and other allied institutions of the state with a focus on the professional
requirements of the cooperative personnel.
The main objective of the Institute is to develop Human Resources in
the cooperative movement for effective, efficient and professionalized cooperative management with a view to make the cooperative movement to face the emerging challenges from globalized and liberalized economic scenario .In pursuance of the above objectives the Institute caters to the management training needs of the Department and Institutional personnel of Bihar and a few N-E states and Union Territories.

The Institute being a premier agency engaged in imparting Management Training needs of the Cooperative Personnel, Cooperative Education and Research has the following key objectives: -
• To organize Management Training Programmes for the Senior /Middle-level
• Executives of the Cooperative /other allied departments and cooperative institutions.
• To organize workshops/Seminars and symposia for the officials and non-officials of the cooperative personnel of the region.
• To conduct Research on various facets of the cooperative movement and provide consultancy services.
• To provide academic support and guidance to the Cooperative Training Centres of the state.
• To assess the Training requirements of cooperative and other allied sectors in the region.
• To organize specialized and innovative Training Programmes to cater to the specific management training needs of the feeder organisations.
COLLABORATIVE PROGRAMMES:
The Institute from time to time also organizes Training programmes, Workshops and Seminars in collaboration with State-level and National level departments/organizations like ICA-AP, ILO, NCUI, NCCE, FISHCOPFED, COOPNET, KRIBHCO, IFFCO, NAFED, NCDC, NABARD, BIRD, NIRD, BRLPS, IFPRI, etc.
GOVERNING COUNCIL AT THE NATIONAL LEVEL :
There is a governing council at the level of National Council for Cooperative Training, New Delhi with Hon’ble Minister, Cooperation, Govt. of India as its President, the State Minister and the Secretary, Ministry of Cooperation, Govt. of India are the Vice- Presidents. Important Government Officials and eminent experts are members of the governing council. The overall guidance and policy thrusts rests with the council in evaluation and direction towards the organization of training programmes by units of NCCT. Presently Secretary, Cooperative Department, Govt. of Bihar is also a member of the council.
STATE PROGRAMME ADVISORY COMMITTEE:
A State programme advisory committee is at the institute level to guide, plan and approve the annual calendar of training programmes to be conducted during the year. Hon’ble Registrar, Cooperative Societies, Bihar is the ex- officio chairman of this committee and members are drawn from various departments, apex cooperative institutions and other allied organizations.
Hon’ble Registrar, Cooperative Societies, Bihar is also chairman of the sub-committee which evaluate and approve the matters related to repair, maintenance and construction of the building. A representative of Department of Agriculture, Cooperation and Farmers Welfare, Govt. of India, Secretary, NCCT, New Delhi, Executive Engineer from Central Public Works Department and State Public Works Department are the members on the committee. Director of the institute is member convener.
The Institute is fully financed by the Union Ministry of Cooperation through the National Council for Cooperative Training, New Delhi which is accountable to administer and monitor the various activities carried on by the Institute.
The Institute has a team of qualified faculty members with diverse professional backgrounds and extensive experience in Cooperative Management, Rural Development, Cooperative Law, Credit, Planning, Banking, Institutional Development and Information and Technology etc. Some of the faculty members have even been trained at the IIM, Ahmedabad and have also undergone training abroad. Besides its own faculty, the Institute from time to time invites subject-matter specialists and experts as per the need of the training programme from the concerned organizations/departments.
Modern teaching pedagogy like participative method of teaching and supplementing theory by case study method to concretize theoretical concepts are adopted. In addition, films and other techniques are also used as effective communication techniques.

PHYSICAL: The Institute functions in its own G+3-storeyed building with an excellent physical facilities. All the classrooms are well equipped with the requisite Audio-visual and other modern equipments including A.C.Facilities. The facilities are quite adequate for smooth and effective running of 4 training channels concurrently. There is an attractive Board Room with sitting arrangement of 30 persons duly equipped with micro sound system.

LIBRARY: The Institute has a well-stocked library with over 10,000 books covering all the areas of the cooperative movement, management and computer science. The Library subscribes a number of leading journals on cooperative management and other allied subjects. The Institute has a well Reading Room facility too.

AUDITORIUM: There is a well-furnished auditorium with A.C facility on the ground floor of the Institute with seating capacity for over 300 persons, which is used for holding state-level and national level seminars, conferences and workshops.

HOSTEL: A G+2-storeyed hostel complex with 40- double-bedded self-contained rooms and dormitory for accommodating 125 candidates at a time is also available in the campus of the Institute. Each room of the hostel has facilities of attached toilet and bathroom. Besides that, drawing and dining space for 150 participants separate spacious salubrious lounge has also been provided. The Dining hall is equipped with Colour T.V. set.
The Institute has a separate Computer Cell equipped with a number of computers /Printers. All the computers are connected through Local Area Network with Internet facility. This is used by the participants of various courses to equip them with the practical knowledge in computer operation and to supplement the theoretical aspects taught in the classroom. Short-term programmes on computer on the demand of the user organizations are also organized from time to time.
Information and Communication technologies are now sweeping across the world. The Institute is well equipped with Close Circuit Television Cameras, Video Conferencing facilities and ubiquitous high speed Wi-fi internet facility inside the Campus under National Knowledge Network (NKN).
RESEARCH AND CONSULTANCY.
The Institute besides its various training activities also takes up the task for the preparation of Detailed Project Reports of various districts of Bihar and Jharkhand States covered under Integrated Cooperative Development Project. The Institute has submitted 13 Detailed Project Reports out of which 8 districts of Jharkhand State & 5 districts of Bihar State. Consultancy services are rendered as per the requirement of user organization. In recent years a lot of consultancy services have been provided to the Cooperative Department of Bihar such as Publication of Souvenir on the occasion of celebration of International Cooperative Year, Publication of Magazine on Inclusive development through Cooperatives and Documentation of Construction of Rural Godowns and Rice Mills with Gasifiers. An exclusive documentary film on cooperatives has also been prepared by the Institute.
A Detailed Project Report (DPR) has been prepared by the Institute for the Department of Cooperation, Govt. of Bihar to establish 3- tier structured Vegetable Cooperative Marketing Societies from Primary to Apex level with an aim to safeguard and ameliorate the socio- economic condition of the ultimate grower farmers and the interest of the state at Macro Level.
There is provision of indoor games such as Carom, Volleyball and Badminton facilities within the campus of the Institute for the participants.
